Peru enjoys vast resources, yet faces numerous problems that historically have not been adequately managed by its government. This has led to a series of crises in the 21st century that have hampered our entry into the OECD, and beyond that desire, a failure to achieve goals that benefit national objectives. Low public participation has also contributed to this difficult reality, from which we will not emerge without a genuine desire for political and civic change. The articles in this issue reveal this; next year's general elections will truly put us to the test.
