Abstract

The complexity of National Security and its intimate relationship with National Development reveals the importance of promoting the laudable purpose of achieving higher levels of general well-being of the national population. The articles in this edition confirm the importance and validity of the comprehensive and multidimensional approaches that require a holistic and coordinated treatment of the National Defense System, as well as the adequate use of the instruments of national power established in the regulations of Legislative Decree 1129 , which is why from this academic faculty we reaffirm our commitment to present ideas, analyzes and articles that present diagnoses of our reality, as well as proposals to benefit the security and well-being of Peru. There is no other interest.

  • Fernando Elías Zegarra López, Centro de Altos Estudios Nacionales - Escuela de Posgrado

    Master of Science in National Security Strategy - National Defense University - Washington DC. Bachelor Degree and Licensed in Military Sciences mention in Administration, Diploma in Democracy and Human Rights by the PUCP; Administration and Public Management - CAEN; in Human Potential Management, Strengthening in Public Management - ESAN.

    With PR studies at the USMP; Civilian and Military Responses to Terrorism in the CCMR-NPS USA; and in Methodologies of Applied Public Policies CeTRIS- Brazil, in design of performance indicators by the School of Government and Public Policies -PUCP

    He was Director of Strategy and Director General (e) of Policy and Strategy of SEDENA, Head of OSDENA of the MTPE, and Inter-agency Articulator in an entity attached to the PCM, professor at the EMCH, ECFFAA, ENI and CAEN-EPG. Speaker, panelist and moderator of national security events in Peru and abroad;

    Editor of the book "Method for the formulation of the National Security and Defense Policy" (2015) ISBN 9778-612-46927-0-3. Editor of the academic journal Work Notebooks and Content Editor of the Defense Science and Research Journal. Columnist for the Correo newspaper.

    He holds the Peruvian Cross Award for Military Merit in the rank of Grand Officer
