From the original ideas that began to give content to the National Security and Defense Doctrine in Peru, it was emphasized that the Westphalian paradigm was overcome in our national reality, since -it is evident- that there are different factors -from the internal sphere or derived from the actions of foreign agents – that can affect the development plan drawn up, becoming a problem that must be systematically addressed, even before risk scenarios are generated.

For this reason, to improve the security framework that Peru needs in order to achieve national development objectives, the Centro de Altos Estudios Nacionales – Escuela de Posgrado, presents in this new edition of the Defense Science and Research Magazine, six (06) articles related to problems of our society, constituting guiding documents for the management of the National Defense System, particularly in difficult times for national governance in which we must strengthen the democratic constitutional state of law, in order to resume the patriotic path for the benefit of improving conditions to achieve higher levels of general welfare. The Peru of the future claims it.
