Abstract

The article "presents a comprehensive analysis of the ethical situation in Peru and proposes actions for its improvement; it develops two conceptual models for ethical decision-making: one that considers the influence of ethics throughout life, and another that proposes a comprehensive approach with key stages such as perception, reasoning, coordination, application and evaluation. It is emphasized that decisions by government leaders can significantly hinder the achievement of the Peru Vision 2050. Lack of ethics in these decisions can result in inequitable allocation of resources, corruption, discrimination, policies that do not prioritize vulnerable groups, weakening of democratic institutions, lack of transparency and loss of trust in government.
